Finland And Estonia Examine Expanded Cooperation

Prime Ministers Andrus Ansip of Estonia and Matti Vanhanen of Finland received a report on Wednesday outlining a vision of a future of even closer relations between the two Baltic Sea countries.

The report compiled by Jaakko Blomberg, former Ambassador of Finland to Estonia, and Gunnar Okk, Senior Vice President of Nordic Investment Bank, concentrates on factors contributing to the global competitiveness of Finland and Estonia, especially on research, technology and innovation.

The report issues a total of 55 recommendations and outlines a vision of Finnish-Estonian relations in 2030.

According to the report, Finland and Estonia can combine their forces especially in innovation policy and the development of skills. It proposes the establishment of a science, technology and development council for the coordination of a joint area of education and research. Cooperation of education and research institutes between the two countries should also be promoted.

Potential for further cooperation exists also in the field of energy and maritime transport. The authors of the report mention, for example, the provision of a train/ferry service between Finland and Estonia, the connection of main grids after the construction of the Estlink2 submarine electric power transmission cable, and the establishment of a joint nuclear power plant in Estonia.

The authors recommend closer cooperation in the development of the information society. The Nordic countries and the Baltic states could establish a joint information technology and communications polytechnic.

Tourism is an important part of the economy for both countries. Finland and Estonia, and their capital cities in particular, could be promoted together.
