Vantaa is one city that is looking into the effects of restricting full-time day care if the mother or father is a stay-at-home parent.
These families would instead be offered organized club activities for the children a few days a week. The city calculates that this could save five million euros annually.
The Ministry of Social Affairs and Health has previously said that no changes will be made to laws governing access to day care. Vantaa government officials say that there would be no harm in changing the law to allow municipal governments some flexibility in the matter.
