Finland's Police Commissioner Markku Salminen says the Head of the National Traffic Police Teuvo Veijalainen broke regulations by announcing the possibility of lay-offs.

Salminen added that Veijalainen had been repeatedly told that an announcemnet on lay-offs did not have the blessing of senior police officials.

Last Thursday some 700 officers of the National Traffic Police force received a notice of short-term layoffs, because of an apparent budget shortfall. The Ministry of the interior is currently examining the National Traffic Police announcement.

The National Traffic Police operate throughout the country, controlling highway traffic and maintaining security.
