Most Finns Wouldn't Fine Cyclists without Helmets
The study, which was commissioned by a consortium of newspapers in southern Finland, indicate that more than two-thirds of Finns say they don't support such fines, while one quarter think they should be levied. An even one thousand people were interviewed for the survey.
Anneli Tanttu, head of the Transport Safety Unit of the Ministry of Communications and Transport says that the possibility of fines will only be considered when the compulsory use of helmets gains widespread acceptance.
Currently there is legislation in place requiring cyclists to use protective headgear, however those who do not adhere to the law are not fined.
