The Ministry of Justice says that an experiment with electronic voting during this autumn's municipal election did not go well.
It has shelved plans to try it during next summer's European Parliament election. The ministry also plans to reorganise its elections unit and appoint a new director.
The pilot project was carried out in three southern municipalities during the October local election. An internal probe found a number of shortcomings.
Helsinki Administrative Court is now considering a number of complaints related to these lost votes.
Finns abroad have long sought the right to electronic voting as an alternative to sometimes long trips to Finnish embassies or consulates to cast ballots.
