President Doubtful On EU Constitution

President Tarja Halonen has expressed doubts about the ratification of a constitution for the European Union.

Halonen told a seminar arranged by the European Movement in Finland Association that she considers it unreasonable to try to pressure countries which have rejected the treaty into approving it by ratifying it in as many other EU member countries as possible.

The view expressed by President Halonen was that a constitution can only be achieved through a just and equal negotiating process, not by force.

The EU Constitution has already been rejected in referendums by voters in the Netherlands and France.
