Speaking in Dublin this week, Stubb said that so many positive changes have been seen in recent weeks, that a resolution is possible.

Above all, Finland's European Affairs saw the European Central Bank’s decision to buy Spanish and Italian government bonds as an encouraging sign of change. Similarly, he noted the Dutch election results and endorsement by the German constitutional court of recent decisions.

Stubb also argued that economic conditions are also improving, with Ireland’s recent return to the markets highlighting a successful bailout programme.
