Internet service providers in Finland cannot deny access to a website without a court order. IFPI Finland chose Elisa for the action because, according to the Copyright Information and Anti-Piracy Centre in Finland, Elisa customers download and distribute the most pirated material.

The Pirate Bay is a Swedish website that hosts torrent files and reference links used to locate downloads available via peer-to-peer networks. According to the director of the Copyright Information and Anti-Piracy Centre, Antti Kotilainen, the Pirate Bay is the largest single source of pirated material in Finland.
