According to international aid agencies, 4.8 billion euros must be raised in humanitarian assistance for those caught in the conflict in civil war-ridden Syria.
Last year, 1.5 billion euros was donated by the international community. Humanitarian aid for Syria will be discussed at the second annual Syria aid conference in Kuwait on Wednesday.
"It will be interesting to see what happens at the conference where 64 countries will be participating. What's dramatic is that the amount - 4.8 billion - is intended for the first half of the year. If the crisis continues and it's necessary, there will be another fund raising effort in the summer," says Haavisto.
Last year Finland donated 3.5 million euros, which went into the rebuilding effort and various UN programmes in Syria.
Finland has also promised to accept 500 Syrian refugees.
