Representatives on the group include officials from the Interior and Justice Ministries, the City of Helsinki and the Helsinki police.
Public order legislation was last amended in 2002-2003 when municipal ordnances were abolished. The working group’s Chair, Antti Pelttari, says the older ordnances could include a ban on begging.
The Group has been set up following the proliferation of beggars, primarily from Eastern Europe, in many Finnish towns and cities.
Any amendment to current laws would not affect street buskers or artists.
